What is The Campaign Manager: Running and Winning Local Elections about?

Catherine Shaw, who served three terms as mayor of Ashland, Oregon, shows how to run a local campaign by cutting it into separate systems, each with its own plan. She starts with precinct analysis, sorting voters into saints, sinners and savables and using a votes-owed test to find swing precincts, then moves through the committee and volunteers, brochures, fundraising, lawn signs, canvassing, media, debates, ballot-measure campaigns, get-out-the-vote work and a dated campaign flowchart. Her examples come mostly from Oregon races, and two appendices give a step-by-step precinct analysis and a plan for a small race on under $3,000.

A Hard Job With a Reward

Catherine Shaw starts her handbook with a warning. Running for local office, she says, can be one of the hardest and most exciting things you ever do. Your house will be a mess. Your children will get less of your time than they deserve. Your partner will be under strain, even if he or she works on the campaign too.

So why do it? Shaw gives three reasons. A campaign is a chance to lead, to change something in your town, and to give something back to the place you love. It also changes you. You are pushed harder than you have ever been pushed, and when it is over, win or lose, you see politics differently and respect the people who run and then serve. She backs this up with a line from President Harry Truman: "Politics—good politics—is public service." In his view, few jobs give a person a better chance to serve a community or a country.

An Outsider Who Became Mayor

Shaw first ran for mayor of Ashland, Oregon, in 1988. She had little experience in government or in running a big organization. Many people thought she should start on the city council and work up, because a mayor is a bit like the boss of a city with a budget of many millions of dollars. Shaw says her lack of experience actually helped. She looked at old problems with a fresh eye.

She served three terms, twelve years in all. With the council, the city staff and the townspeople, she says, Ashland started dozens of projects. It protected open land and wetlands, saved water, and began composting and recycling. It upgraded the sewage plant and fixed up the library, the fire station and the city offices. It helped the schools after the state cut their money. The city gave up ownership of its hospital, helped keep a ski resort alive, and bought an ambulance service. It also built a "dark fiber" ring, a network of fiber cables that brought fast internet and cable TV. Her point is that when a town and its government work as partners, a small city can do what usually only big cities can.

Shaw says there are more than half a million elected offices in the United States, and she urges readers who feel the pull to go for one. The only real credentials, she says, are integrity, a caring heart, and being willing to work hard. The handbook comes from campaigns she has run or worked on since 1985 and from years of trial and error with other experienced campaigners.
