What is Blood and Iron: The Rise and Fall of the German Empire 1871–1918 about?
Historian Katja Hoyer tells the short, dramatic life of the German Empire, from its founding in the Hall of Mirrors at Versailles in 1871 to its collapse at the end of the First World War in 1918. She shows how Bismarck built a nation by 'blood and iron', how Kaiser Wilhelm II's restless ambition raised tensions, and how the empire's divisions led it to catastrophe.

A Reluctant Kaiser at Versailles
Hoyer opens her book with an old man crying. On 17 January 1871, King Wilhelm I of Prussia sobbed in front of Bismarck. He feared the next day would end the Prussian monarchy, and he said it was Bismarck's fault. The next day the German princes still offered him the new title. This happened in the Hall of Mirrors at Versailles, before several hundred officers and nobles.
Hoyer sees a weak new state in this scene. Wilhelm rejected the title "German Kaiser" and agreed only to the plainer Kaiser Wilhelm, wanting to remain, above all, king of Prussia. Bismarck, the first chancellor, was no nationalist either, she argues. He saw Germany as a tool for Prussian power and set the ceremony on Prussia's national day. The southern states had joined out of fear of a French invasion, a fear Bismarck had cleverly stirred up. So the new country was declared in defeated France, not on German soil. For Hoyer, this shows how central war was to the new Germany.
Enemies Inside, a Place in the Sun
Hoyer grants that Bismarck had something to build on. Old legends told of the medieval king Barbarossa, asleep in a mountain until he returned to restore Germany. The Brothers Grimm had argued that a shared language and culture mattered more than local loyalty. Industry also needed the states to plan together. But she argues this was not enough. In 1862 Bismarck had said that only war would unite the Germans, and he united them through wars with Denmark, Austria and France. The thirty-nine former states shared only one real experience: fighting outside enemies. Bismarck understood, Hoyer says, that his nation was a mosaic held together by its enemies' blood.
A new great power had to keep quiet for a while, so Bismarck could not risk another war soon. Instead he looked for internal enemies: the Polish, Danish and French minorities, the Catholics, whose church he tried to push out of public life, and the socialists. Wilhelm II, Kaiser from 1888, hated this method. He wanted every German to love him and sought "a place in the sun", an empire like Britain's or France's. Hoyer calls the belief that this would unite Germans flawed and, in the end, fatal. Bismarck resigned in 1890, and the Empire ended in defeat in 1918.
Her closing point is that both men kept conflict alive on purpose, and neither built a united, prosperous state in his own time. Yet, willingly or not, both planted seeds of the democratic and wealthy Germany that came later.
