A Hunter Dreads the Victory Tour

Katniss Everdeen sits alone in the frozen woods outside District 12 at sunrise, dreading the day. The Victory Tour begins today. The Capitol, the rich city that rules the country of Panem, sends each new winner of the Hunger Games on this trip through the districts. Last year, Katniss and Peeta Mellark, the boy chosen with her as a tribute to fight, both survived the Games by threatening to eat poison berries together, so the Capitol had to let two winners live. Katniss believes the tour keeps the horror of the Games alive and forces the districts to celebrate the Capitol's power. She must face the families of children who died in the arena.

Gale Hawthorne, her best friend, now works twelve-hour days in the coal mines, where one explosion killed both their fathers. So Katniss checks their snares alone. She is rich now, but Gale will not take her money, so she leaves the game with his mother, Hazelle. Gale has long taken tesserae, a little grain and oil given in exchange for entering his name extra times in the reaping, the yearly draw that picks the children who must fight. Hazelle and Gale are determined that the younger children will never need it.

Katniss sees Gale only on Sundays now, and the Games have spoiled their old ease. She dreads acting in love with Peeta again, because the pretend romance hurt Gale.

Haymitch, Peeta and a Visitor

At the Hob, District 12's black market, Katniss buys three bottles of white liquor for Haymitch Abernathy, an earlier winner who was her and Peeta's mentor in the Games. He is drunk most of the time, but because of his work, two tributes were allowed to win for the first time ever. Katniss feels she owes him forever. She owes the Hob too: Greasy Sae, an old soup seller, started a collection there to help buy gifts for her and Peeta in the arena.

Greasy Sae jokes about Gale being Katniss's "cousin." The Capitol invented this lie during the Games, because a handsome best friend did not fit Katniss's love story. Even some old neighbors now seem to believe it.

Katniss wakes Haymitch, asleep at his filthy table, by throwing cold water over him. Peeta arrives with fresh bread. He and Katniss speak stiffly, as they have since the cameras left. Haymitch says they need a lot of "warming up" before the show, and Katniss knows the audience will expect two lovers.

At her new house in the Victor's Village, Katniss finds her mother pale and nervous. A man from the Capitol leads her to the study, a door she has never seen closed. Inside, a small, white-haired man is reading. He is President Snow, the ruler of Panem.
