What is Modern Strategy about?

Colin S. Gray asks how force and the threat of force served political goals in the twentieth century, and argues that the nature and purpose of strategy never change even as weapons, places and methods do. He builds on Clausewitz (the remarkable trinity, friction, the centre of gravity, the culminating point of victory) and adds his own tools: seventeen dimensions of strategy, strategic culture, a set of windows on war, and the claim that attrition is the anvil for manoeuvre. He then tests these ideas on land, sea, air, space and cyberspace, on small wars and special forces, and on nuclear weapons, using the two World Wars, Vietnam and the 1991 Gulf War as evidence.

Free preview: Preface

One idea behind the whole book

Colin S. Gray finished Modern Strategy in April 1999, thirty years into his career. He says the whole book rests on one claim: all strategic experience has a unity. The nature of war and strategy, and what they are for, never change. What does change is their character: the weapons, the places, the methods.

Gray thinks many people trip over this. They mistake tactics, the fighting itself, for strategy, so a new way of fighting looks to them like a new kind of war. The title of his last chapter, "Strategy Eternal," carries the same idea. The more battlefields and training grounds he studied, the more the subject looked to him like one single thing.

He keeps definitions few. His favourite comes from Clausewitz, the Prussian general whose book On War still shapes the field. Gray does not call it correct, since no definition can be correct. He says it simply leads to clearer thinking. He is also plain about what the book is not. It is no cookbook for making strategy, and it pushes no policy. Its only job is to help you understand.

A strategist looks at his own record

Gray is open about his career, and he says it cuts both ways. For almost twenty years he worked in the United States as a strategic thinker and adviser, and from 1982 to 1987 he held a part-time presidential appointment. He wrote government reports on nuclear strategy, arms control, airpower, space and special operations. So he knew the people who actually had to make strategy. The cost is a public record, and parts of it were controversial.

He promises not to refight old policy battles, though his nuclear chapters may sound like it. He thinks many scholars, especially younger ones, lack empathy for the leaders who first faced nuclear weapons with no one to show them the way. He does not ask you to agree. He asks you to question what you believe. In a footnote he even admits he was probably unfair to the theorist Albert Wohlstetter.

Gray expects to be mocked. Ken Booth had complained that "nineteenth-century minds" were still around. Gray jokes that his own mind may be twelfth-century: as a US adviser he once wrote a short paper on the walls of Constantinople as strategic defence. He thanks Clausewitz most, and also rivals whose arguments showed him what he really thought. Over thirty years, he admits, he sometimes reached wrong conclusions, but for honest reasons. And if you want to know the future, he says, buy a crystal ball.
